Finances are backbone of any organization. The Council has a solid backbone resting on Non-Plan Budget of Govt of Punjab and Plan budget of Deptt of Science & Technology. Govt of India. Further, the Council is successfully running a self sustainable Technical Services Cell. This cell is working for the benefit of small and medium scale industries and helping State Govt on technical issues.

The Council is supported by the State Govt., Deptt of Science & Technology, Govt of India to the extent of 40% and 30% respectively and is generating its own resources to meet rest of the 30% requirement. Also it is supported by International/ National agencies like UNESCO, Deptt of Biotechnology, Deptt of Science & Technology, Ministry of Environment & Forest, Govt of India, SIDBI etc through project based funding. Council received a total of Rs 374 lacs in 2009-10.
