Overview

The Punjab State Council for Science & Technology was established on July 21, 1983. Since then, the Council, with the purpose of infusing scientific attitude in the public minds, has laid emphasis to disburse knowledge through various means of display and publications, about the nature of life and its physical surroundings, while signifying the usable aspects of available technologies.

Looking back over the past two decades of existence and reconnoitering as best as possible its activities for the future, the Council’s impact in society is downright conspicuous, though its unfolding has been and would be quite gradual. The Council’s activities are towards :

  • Popularization of science
  • Conservation of environment
  • Consultancy to industries for enduring development.
  • Biotechnological interventions
  • Patent information

The dedicated human skill commissioned by the Council, in performing the assigned tasks, follows both formal and informal approaches in rendering assistance to industry and agriculture in the matter of economizing on resources and on energy while stressing the least stress on environment.

However, for the sake of regulating the adopted course of action, the Council has always sought feedback from people and press. In the 27th year of its inception, the Council is quite impatient to resolve the problems peculiar to Punjab such as, water logging, chemically over saturated soils & their deteriorating fertility, stagnating agricultural productivity, ground water depletion & its pollution, selenium toxicity, conservation of eco-systems etc.  Already it has, to some extent, chased away the eccentricities pertaining to occurrence of genetic disorders and it has also been able to infuse common sense in public mind to replace traditional way of thinking about them.  The Council would like to work in future in the areas of biotechnology, nanotechnology, pollution control and socio-economic development. The council prefers to catalyze, rather than executing new plans, without causing dramatic coup or bringing about sudden illumination of landscape. It continues alluring men and material in industry and agriculture: and on the basis of reciprocity, it is developing links with other institutes such as UNESCO, UNDP, World Bank, various universities and central and state departments at national and international levels.

Without mellowing down its effervescence for achievement, the Council prefers to act extremely gently so as not to create ripples in the pool of prevailing circumstance; and it is indeed extraordinary that it has managed to produce omlette without shattering the eggshells.

Success Stories  

  • As a result of efforts made by the Council, Union Cabinet has approved the setting up of India’s first Agri-Food Biotechnology Cluster in Knowledge City, Sector-81, Mohali.  The cluster comprises National Agri-Food Biotechnology Institute (NABI) and Bioprocessing Unit (BPU) being set up by DBT-GOI at a cost of Rs. 380.00 crore and Biotechnology Park being set up in Public-Private Partnership for promotion of biotechnology industry.

  • The Council mooted the proposal for setting up of Institute of Nano Science & Technology (INST) in Punjab which has been approved and DST-Govt. of India is setting up the institute in Knowledge City, Mohali at a cost of Rs. 142.00 crore.

  • In recognition of the commendable work done by Patent Information Centre (PIC) with respect to awareness and filing of IPRs in Punjab, TIFAC, DST has placed it in Category-I. 

  • Pushpa Gujral Science City set up as an autonomous facility for inculcation of scientific temper among women.

  • Nangal Lake has been nominated as Wetland of natural importance.

  • The Council has been identified as Local Resource Centre for development of energy efficient bricks in collaboration with The Energy Research Institute (TERI) under UNDP – GEF project ‘Energy Efficiency Improvement in Indian Brick Industry’.   Further, Council is in the process of setting up of energy efficient cupola units (7 Nos.) integrated with air pollution control device in the States of Karnataka and Punjab.

  • Eco clubs have been set up in 5000 schools in Punjab to create environment awareness.

  • The technologies for Air Pollution Control in cupola furnaces, rolling mills, brick kilns and rice shellers have been demonstrated and replicated.

  • National Emissions Standards drafted for Electric Arc Furnaces and Electric Induction Furnaces.

  • Energy conservation measures demonstrated in pulverized coal fired re-rolling mills at Khanna.

  • Demonstration units of Wood Charcoal kilns have been set up.

  • Punjab Biotechnology Incubator set up as an autonomous facility to provide services for testing & certification of agri-produce / products.

  • Facility for value addition of Medicinal & Aromatic Plants set up at Talwara.

  • Pioneering project for promotion of simple low cost technology for preparation and application of Neem based biopesticide taken up with the support of UNIDO and Govt. of India.

  • Management and conservation of wetlands of international importance have been taken up and a State Biodiversity Strategy & Action Plan has been prepared with support from MoEF.  The State Biodiversity Board has also been set up.

  • Environment Information Centre on Environment of Punjab has been established in PSCST and can be accessed at www.punenvis.nic.in or www.punjabenvironment.com.

  • The traditional agricultural practices which are still useful and scientifically relevant have been documented.
