Patent Information Centre (PIC)
has been set up in the council in December, 1998 as a joint project of
Technology Information, Forecasting & Assessment Council (TIFAC), Department of Science and Technology, Govt. of India and Govt. of Punjab
to create awareness on Intellectual Property Rights (IPRs) and facilitate filing
of patents from the region. The major objective of the centre is to provide
patent search and filing facilities (Technical and Financial assistance) at
the door step of innovators and researchers. In view of its benefits to the
state, Govt. of Punjab has adopted it in its non-plan and TIFAC has extended its
support for next five years.

Ø PIC-PSCST
has been instrumental in motivating the Department of
Technical Education and Industrial Training (DTEIT), Govt. of
Punjab to introduce IPRs in the syllabus of technical &
vocational education institutions in the State. The DTEIT has
recommended the inclusion of 6 lectures on IPRs in ITI courses
(in two years), 24 lectures in diploma courses (in three
years) and 40 lectures in degree courses (in four years). The
study material has been prepared by PIC for ITIs and
Polytechnics (copy enclosed at Annexure-III). Some additional
material is being prepared for Degree Courses. This is a major
step towards making vocational students aware of their
Intellectual Property Rights before they enter to the work
environment.

The centre has also identified
some items which could potentially be registered as
Geographical Indications of Punjab (like, Phulkari), subject
to uniqueness of the product or process of its production. GI
registration for phulkari has been filed through PSIEC on 14th
March, 2005. A detailed information was collected on
‘Phulkari’ from secondary literature available at various
universities, cultural centres and government libraries. This
includes the origin and geographical spread of phulkari art,
the technique of embroidery, types of stitches, cloth &
threads used, etc.
This will help to preserve and promote
the integrity of this handicraft. It will promote economic
prosperity of local artisans by boosting exports and will
prevent the misuse and misrepresentation of the GI by
unauthorized users. |

charges for patent search are as under:

Bibliographic Patent Search : Rs. 3,000/- per country/ subject
(European patent office patent search considered as single country search).
